Policy Makers Workshop: Economic Tools for Marine Conservation and Sustainable Fisheries

On March 25th - 29th 2018, we held a five-day workshop on the use of economic tools and knowledge to support Indonesian Ministry of Maritime Affairs and Fisheries (MMAF) in formulating policies to conserve and sustainably manage marine resources. Twenty-seven participants from different technical roles across various departments at MMAF were present.

Local Marine and fishery managers need to learn the full costs of policies as well as the economic rationales for sustainable fishery management. At the same time, national level actors and stakeholders need supports in improving policies and restoring sustainable practices and generating a positive environment for decentralized marine resource management. This policy maker workshop is intended to equip and harness the literacy and skills of policy makers within MMAF in designing policies toward sustainability ranging from those who work for research and science, capture fishery, conservation, enforcement and monitoring agencies, planning and budgeting of marine and fishery national office.

Course Objectives 

• To refresh, strengthen and update policy makers/analysts’ literacy and skills in using economic analyses and instruments in designing policies toward fishery sustainability
• To equip policy makers and leaders with strong knowledge in economics that will enable them to better design policy and policy analysis.
• To equip key policy makers with practical knowledge of economics that will enable them to plan and implement more effective policies.
• To share economic perspectives and learn across various MMAF teams working on various angle of sustainable fisheries, i.e. research and science, capture fisheryprocessing and marketing, resource conservation, enforcement and monitoring agencies, planning and budgeting of marine and fishery national office.
• To build institutional capacity for marine and conservation government institution.

Approach

This workshop will combine both theoretical concept and draw those concepts into real policies on conservation and management of marine and fisheries resources. The materials delivered will be a combination of CSF fishery economic course that have been contextualize to Indonesia fishery policies and consulted with fishery experts in Indonesia who will also serve as the instructors on the course. The workshop will first present the current issues in marine conservation and sustainable fishery in Indonesia. The critical need is to better understand the interrelationship between natural resource, utilization rate and the policy  being proposed. In other words, the workshop will be started with the current issues and weakness of existing resource management. It well then followed by theory and frameworks to solve the problems of ocean and fishery management.
