Anthony has 15 years of experience in leading public and private organizations through international climate change, renewable energy and greenhouse gas mitigation. He worked on policies such as California's Global Warming Solution's Act (AB 32) and the state Renewable Portfolio Standard. In his role at California Strategies, a full-service public strategy firm, he provides clients with public strategy goals with his expertise in areas of renewable energy, cap and trade and clean technology financing.

He served under Governor Schwarzenegger as the California Natural Resources Agency's Deputy Secretary for Energy and Climate Change. As the state Deputy, Anthony initiated, led and managed numerous programs related to planning and siting for renewable energy and alternative fuels development, planning for climate change regulation (mitigation and adaptation), and promoting the clean technology sector. He frequently provided expert witness testimony to Congress, sat on expert commissions and Boards and had significant media exposure on energy, clean technology, and climate change issues.

Anthony was responsible for coordinating renewable energy and climate change efforts which include overseeing over 16,000 employees and a $6 billion dollar budget. Anthony helped Governor Schwarzenegger start the Governors' Climate and Forest Task Force in 2008. He also served as a program coordinator for the U.S. Forest Service, Executive Director for an international non-profit, a climate change economist for the PA Consulting Group and a senior research fellow for the Pew Center on Global Climate Change. He has a M.Sc. in Resource Economics from University College London and a B.A. in Economics and Environmental Studies from U.C. Santa Barbara. Anthony lives in Sacramento with his wife Belinda Morris and daughters Siela and Nadia.
